Byakuren was a conservative man and distrusted the other ninja , leaving Kirikagure very orphic to other loss leader . Though this protected them from infighting , this privacy eventually help lead to the barbaric practices of the Bloody Mist era .
Byakuren did his best and protect his the great unwashed , but he set up them up poorly for the future tense .
A (First Raikage)
Founder of Kumogakure , the unseasoned first Raikage did everything in his baron to keep his small town protect . Unlike many of the other strong-growing Kage , he was even willing to give away lands for loyalty and protective cover . While not one to flex his powers , he was pragmatic and effective . When state of war take his lifespan , he only intrust his long - time bodyguard , who also profoundly believed in protecting Kumogakure , with the Kage position .
